Turkish real estate investment citizenship program
Please note that the process may vary depending on the specific project and the individual circumstances of each prospective buyer. This process outline specifically describes the steps to obtain Turkish citizenship by purchasing real estate worth $400,000 or more in Turkey.
According to current regulations, if the applicant completes this series of steps, the Turkish government will issue Turkish passports to the applicant (property buyer), the applicant's spouse, and dependent children under the age of 18.

Step 1: Purchase a qualifying property worth $400,000 or more

Secure the property with the developer and make a 10% down payment.

Pay the remaining balance within 30 days, retaining the full payment receipt and the receipt provided by the seller.

(Optional) Sign a Power of Attorney (POA) authorizing a lawyer to complete the remaining steps of the process until obtaining the passport. It is highly recommended for applicants to sign the POA to avoid multiple trips to Turkey for personal signing and notarization of documents.

Obtain a property valuation report from a licensed appraisal institution.

For completed properties or off-plan properties (under construction): Within 1-2 months after receiving full payment, the buyer will receive the title deed (Tapu) of the property.

Purchase earthquake insurance (mandatory requirement by the government).
Step 2: Submit the eligibility certification application

Prepare and submit the following documents:

Notarized property purchase contract

Property valuation report

Proof of transfer of the purchase amount from the main applicant's bank account to the developer's bank account

Step 3: Obtain a residence permit
Prepare and submit the residence permit application along with the following documents:

Qualification certificate

Passport of the main applicant, duly authenticated

Birth certificate of the main applicant, duly authenticated

Two passport-sized photos of the main applicant

Valid health insurance (OWP or assisted by a lawyer)

The main applicant needs to have their fingerprints taken in Turkey or at the Turkish Embassy/Consulate. However, if the applicant is not a citizen of these countries, they will need to have a valid residence or work permit in those countries to have their fingerprints taken there.

In general, the residence permit process takes approximately 2 weeks for completion in the system, and the issuance of the card takes around 1 month.

Step 4: Apply for citizenship at the Civil Registration Office
Prepare and submit the citizenship application form along with the following documents:

If one spouse is not applying for Turkish citizenship, a consent letter is required, consenting to the application of Turkish citizenship for their children under 18 years old. The consent letter needs to be duly authenticated. In the case of a divorced parent applying with children, in addition to the standard identification documents and the consent letter from the former spouse, a custody decision duly authenticated is also required. In the case of a remarried parent applying with stepchildren, in addition to the standard identification documents and consent letter, a duly authenticated divorce certificate and custody decision are required. If the marriage date is not mentioned in the divorce certificate or custody decision, a duly authenticated marriage certificate is also required.

Duly authenticated civil status proof, including marriage certificate for married individuals, divorce certificate for divorced individuals, and proof of single status for unmarried individuals.

Birth certificate or any document confirming birth information, duly authenticated.

If the child's place of birth is different from the parents' nationality, a duly authenticated household registration book or proof of kinship (if applicable) is required.

Ten passport-sized photos (children are not required to provide photos).

For applicants who have a marital history but are applying individually, the following information is required:

For married individuals: Provide spouse's place of birth and spouse's parents' names.

For divorced individuals: Provide the date of the most recent marriage, ex-spouse's place of birth, and ex-spouse's parents' names.

To ensure a smooth application process, we recommend that you prepare the aforementioned documents together and submit your application as soon as possible.

At this stage, you need to determine your official name for the Turkish passport. You can choose to continue using your current name (excluding the letters X, W, Q) or you can choose a completely new name. If you opt for a new name, please note that your original name will not be displayed on your passport or any other government identification documents. The following are the regulations regarding names in Turkey:

The entire family must have a unified surname, which can be either the husband's surname or a Turkish surname.

If the name contains the letters X, W, or Q, they need to be replaced with other letters. Typically, X can be changed to KS, W to V, and Q to K based on pronunciation. If unsure about the appropriate letter substitution, you can seek advice from a lawyer.

If a name change is made, it can only be changed to a Turkish name; English names are not allowed.

Turkey recognizes dual citizenship, which means you can hold Turkish citizenship along with citizenship from another country.


Step 5: Waiting for Approval

After submitting all the required documents as per the above procedures, the official government department in Turkey will need time to process and review your immigration application.

The current processing time is approximately 4-5 months (this time may vary depending on the volume of cases).

While passport applications do not require an explanation of the source of funds or a background check, it is important to note that the Turkish government has the right to conduct its own security checks on applicants. Each citizenship application will be independently reviewed, and the final decision must be approved by the President of the Republic of Turkey.
Step 6: Obtaining Citizenship and Issuance of Passport and Identity Card

After your application is approved, you will receive an approval letter.

The Provincial Civil Affairs Bureau will issue your identity documents to the District Civil Affairs Bureau.

You will need to complete fingerprint scanning in Turkey and obtain your passport and identity card from the government authorities. In some cases, Turkish consulates in your home country may be equipped for fingerprint collection. Currently, the consulates in Beijing, Shanghai, and Guangzhou are able to collect fingerprints and issue passports and identity cards.
